1. Legal and Administrative Services:

  • Secretarial Duties: Preparing and distributing agendas, minutes, and notices for council and committee meetings.
  • Legal Advice: Providing legal guidance on matters related to Urban Council Act and other relevant statutes.
  • Contract Management: Overseeing the signing and execution of agreements and leases.
  • Conveyancing and Licensing: Handling property transfers and licensing processes.
  • General Administration: Maintaining records, managing registers, and ensuring compliance with regulations.

2. Human Resources Management:

  • Workforce Development: Managing recruitment, staff welfare, and training programs.
  • Employee Relations: Addressing employee grievances and promoting a positive work environment.
  • Payroll and Benefits: Administering employee salaries, allowances, and benefits.

3. Public Safety and Security:

  • Emergency Services: Coordinating fire and rescue services, including emergency response and evacuation procedures. 
  • Security Management: Implementing security measures to protect council property and personnel. 
  • Traffic Enforcement: Managing traffic flow and enforcing traffic regulations. 

4. Policy and Coordination:

  • Policy Formulation: Developing and implementing policies related to local governance, spatial planning, and disaster management.
  • Coordination: Facilitating communication and collaboration between different departments and stakeholders.
  • Monitoring and Evaluation: Assessing the effectiveness of policies and programs.

5. Estates and Property Management:

  • Land Management: Overseeing land acquisition, development, and allocation.
  • Valuations: Conducting property valuations and managing property records.
  • Infrastructure Maintenance: Overseeing the maintenance and upkeep of council buildings and facilities.

6. Information Management and Technology:

  • Record Keeping: Maintaining and managing council records and documentation. 
  • Information Systems: Providing IT support for council operations, including Geographic Information Systems (GIS). 
  • Public Relations: Managing communication with the public and handling media inquiries. 

7. Other Key Functions:

  • Internal Audit: Conducting audits to ensure financial accountability and compliance. 
  • Procurement: Managing the procurement of goods and services for the council. 
  • Stakeholder Engagement: Encouraging participation from residents and community groups in local governance.
